Approved Minutes of Platte County Commissioners’ May 4, 2021 Proceedings in Wheatland, WY – The regular County Commissioners Council meeting was called to order at 9:00 am in the presence of the following: Steve Shockley, Chair of the Commission; Ian Jolovich, curator; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. The motion is carried. Liquor License: Moved by Mr. Jolovich, seconded by Ms. Mantle, to approve the out-of-jurisdiction liquor licenses as presented. The motion is carried. Certificates of Construction: Planner Clark presented two Certificates of Construction for approval by Colorado Liberty Pipeline, LLC and Basin Electric Power Cooperative. Recommended Budget for FY2021-2022 (FY22): Mr. Ervin presented a recommended and requested budget for FY22. Budget Workshops: Treasurer Rietz and Jim DeWitt met with Commissioners to discuss their budget requests for FY22. County Ambulance Service: Ned Resch, CEO of Platte County Memorial Hospital, spoke to the county ambulance service commissioners. Mr. Resch informed the Commissioners that the ambulance service is not a profitable business. Mr. Resch believes there should be a shared responsibility for providing ambulance services to the county. The Commissioners asked Mr. Resch for more information on obtaining the “Access to Critical Care” designation for their ambulance service. A next meeting with Mr. Resch will take place to follow up. County Employee Health Insurance: Brian Hillier, Health Advisor, presented options for County Employee Health Insurance Renewal for FY22. Frank Urman and Cheryl Hageman, WEBT, presented additional health insurance options for FY22. Moved by Mr. Jolovich, seconded by Ms. Mantle, to accept WEBT’s proposal for the $ 1,500 Health, Dental, Vision and Life Insurance Plan. The motion is carried. Resolution No. 2021-04: Mr. Jolovich moved, seconded by Ms. Mantle, to approve Resolution No. 2021-04 entitled “A resolution supporting the protection of rights under the Constitution of the United States and the Constitution of the United States the state of Wyoming. The motion is carried. The full resolution is available for inspection at the county clerk’s office and online at www.plattecountywyoming.com. Wyoming Game & Fish Department: Eric Wiltanger, Head of Services, spoke with Commissioners at regarding the modification of the camping regulations at Greyrocks Reservoir. Mr. Wiltanger informed the commissioners that gate 9 will be closed at the campsite and will be limited to day use only. In addition, the number of consecutive days that a person is allowed to camp will be reduced from seven days to five days Executive Session: At 2:34 pm Ms. Mantle moved, seconded by Mr. Jolovich, to call an executive meeting for matters relating to litigation under the Statute of the State of Wyoming §16-4-405 (a) (iii) Motion carried At 2:50 pm Mr. Jolovich moved, seconded by Ms. Mantle, to end the executive session where no decision was taken. Settlement Agreement: Ms. Mantle moved, seconded Edited by Mr. Jolovich, to approve a settlement agreement, with modifications, as recommended by the County Attorney Weaver. The motion is carried.
